Minimum Qualifications

70.1 Transfer:
To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive service as an Employees’ Retirement System Examiner 4, SG-18 (formerly Employees’ Retirement System Examiner 5, SG-18).
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
This position is located within the Bureau of Benefit Calculations & Disbursement Services, Division of Retirement Services and is responsible for:
- Supervises the work performance for PFRS Retirement System sections, supervising and coordinating the work of subordinate Supervisors in the performance of section level activities.
- Oversee the work of the Retirement Calculations sections; provides interpretation of rules, regulations and laws for subordinate operating staff, referring unprecedented cases to bureau management for review. Review and interpret system-generated reports, analyze workload and workflow section.
- Research, analyze, and resolve the most difficult and/or sensitive problems.
- Maintain a uniform and consistent work methodology within the section by supervising the writing, maintenance and enforcement of bureau policy manuals.
- Serve as a liaison with the various bureaus within the Retirement System, assuring that all policies and procedures of the Retirement System are carried out.
- Review and analyze pending legislation for its possible impact on administrative problems and/or decisions.
- Review performance evaluations for all subordinate staff and oversees all labor relations issues, providing guidance to supervisors, informing management, and acting as liaison with division and agency LR staff.
- Facilitate communication and rapport between professional and clerical staff.
- Represent section and/or bureau at meetings, on phone calls and on inter-bureau teams and projects.
- Monitor training of new employees, identify training needs of existing employees and may serve as the expert trainer of internal and external customers.
- Develop appropriate recommendations of refinements of policy and procedures that will improve customer service throughout the bureau.
- Monitor workflow within multiple units and set specific work goals for the sections.
- Identify and ensure resolution of data processing problems as they relate to their area of responsibility.
- Review audit findings and risk assessments as they relate to Retirement System laws and procedures, in particular reporting days worked and items that affect service credit.
- As one of the bureau’s subject matter experts, supervise changes to information systems used by staff, acting as lead business analyst and testing coordinator to ensure changes meet business needs, function correctly and do not disrupt existing functionality. Provide expert guidance to major projects.
- Identify improvements and corrections to automated systems needed to support operations and to implement new legislation. Perform cost benefit assessments to ensure the resources (IT and business) required to implement the change are justified in terms of the value of the functionality added.
- Document changes needed in a detailed request to POST bureau, explaining requirements in terms that knowledgeably identify where changes are needed, what functionality must be added or modified, who the interested stakeholders are and how the changes will be tested.
- Develop test plans to ensure desired functionality is delivered and existing functionality is not adversely affected.
- Determine disaster recovery requirements for new functionality considering the bureau’s and the division’s disaster recovery and business continuity priorities.
- Makes determinations and calculations and responds to internal and external inquiries.
- Makes determinations and calculations in the most unusual cases, handling any cases resulting in Retirement Systems hearings or municipal suits or cases with such potential.
- Acknowledge, respond to, and approve customer e-mail inquiries and written correspondence and correspondence with member unions and employees.
- Cases and issues are reviewed and handled applying expert knowledge of Retirement and Social Security Law (RSSL), Comptroller’s Rules and Regulations (NYCRR) and Division policies.
- Resolve issues related to the calculation of benefits, escalated phone calls from Retirement System members, retirees, beneficiaries, employers, attorneys, financial planners and legislators.
- Issues involving business functions outside of BCDS are coordinated to ensure a timely and complete response.
- Research, analyze, and draft executive level replies to inquiries submitted to the Comptroller’s office or to the Division Deputies office from members of the Legislature representing constituents or representatives of the press requesting details on retirement benefits for public figures.
- Responses are drafted for management review, including all required citations and utilizing correspondence standards appropriate to the stature of the intended recipient.
- Draft responses are delivered to management on schedule and requested modifications are made and returned timely.
- Testifies at Administrative Hearings as an expert witness on Retirement System policies and procedures.
- Cases are reviewed applying expert knowledge of Retirement and Social Security Law, Comptroller’s Rules and Regulations and Division policies.
- Specific issues being appealed are identified and a thorough review of relevant RSSL and NYCRR is completed and documented.
- Detailed discussions are held w/ Division Counsel to confirm both the correct interpretation of the issues being appealed and the relevant legal foundations for the System’s decision.
- Attend hearing and respond clearly, thoroughly and accurately to inquiries from both counsels, the presiding Hearing Officer and, when warranted, the member. Maintain composure regardless of the intensity of scrutiny by the Hearing Officer, the member or the member’s counsel.
- Following the hearing, review testimony w/ Division counsel to identify potential improvements in future hearings.
Knowledge, Skills & Abilities
- Must possess an in-depth understanding of the laws, rules, regulations, legal opinions, and established written procedures of New York State and Local Retirement Systems.
- Must demonstrate a high level of proficiency in the ability to prepare, understand and interpret written materials, including law, policies, procedures, reports, correspondence, and various forms of performance statistics and metrics.
- Must have the ability to design and present retirement curricula to internal and external customers (e.g., employers, members).
- Must understand and facilitate the development, testing and implementation of applications for People Soft and FileNet. Must demonstrate strong technical expertise, understand technical specifications and write technical information in understandable terms.
- Must have the ability to communicate clearly and effectively to all levels of staff, as well as internal and external customers.
- Must possess excellent attention to detail.
- Must be able to work independently, as well as effectively in a team environment. Must be able to effectively lead and manage multiple teams and manage the work among teams and bureaus.
- Must demonstrate a high level of competence regarding the principles and practices of administrative and technical supervision.
- Must be able to communicate in a clear and concise manner in both written and verbal communication.

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
